International law entitles the Government of National Accord, as the legitimate and recognized government, to continue concluding any security cooperation agreements and exchange support and experiences with allied and friendly countries. To ensure the security of its citizens, in a manner that does not contradict the outcomes of the Geneva Dialogue in all its tracks.
The agreement signed between the two parties of the Joint Military Committee 5 +5 stipulated only a temporary suspension of military training agreements on Libyan territory signed with friendly countries, until the new government takes over its duties.
A Libyan Qatari agreement
Recently, Minister of Interior Fathi Bashagha signed a memorandum of understanding with his Qatari counterpart, Khalid bin Khalifa. For cooperation in the fight against terrorism and organized crime.
The memorandum includes exchanging information and experiences on security issues, and providing the two parties with the necessary tools that help combat various forms and forms of international crime.
However, the spokesman for Haftar’s militia, Ahmed Al-Mismari, claimed that this memorandum violates the military agreement signed in Geneva. It affects the outcomes of the Military Committee agreement, and it is a “ministerial technical agreement.”
Williams confirmed that there is progress in implementing the outcomes of the agreement in all parts of Libya, and that there is an agenda and communication between Benghazi and Tripoli in this regard.
Exit of the mercenaries
The military agreement, signed on October 23, stipulated the removal of all mercenary forces from Libya within 90 days, the withdrawal of heavy vehicles from the contact lines, the return of the military elements to their camps, and the opening of roads and land crossings and airports.
The legitimacy of the GNA
Military observers confirmed that the purpose of this agreement is not to disrupt the legitimate government’s work and its efforts to provide security and protection of property and lives. Most of the cooperation agreements between the Government of National Accord and friendly countries on the security and military side are not related to qualifying or equipping fighters, but rather within the framework of increasing the security and equipment efficiency, and also with regard to removing mines planted by the aggressor militias in residential neighborhoods and public facilities, and neutralizing explosive remnants of war in the open areas.
The agreements signed by the legitimate government include treating the wounded and injured from the army and the supporting forces abroad, recondition civilian communications of a security nature, cleaning up air and sea crossings from the great destruction caused by the aggression, and so on.
