On Wednesday, the Head of the Justice and Construction Party Mohamed Sowan welcomed UN envoy Ghassan Salame’s proposal to amend the executive authority for the political agreement.
Sowan added that there is a need to consider the participation rights of the Supreme Council of the State in the selection of the Presidential Council. Sowan respectably called on the HOR and the Supreme Council of the State to build on a proposal that would give positive feedback in order to work towards ending the division and the hardship of the Libyan citizens.
The Supreme Council of State also welcomed Salame’s proposal, which was focused on the formation of the executive authority, and the postponement of other issues.
However, in a statement published on their official Facebook page, the Supreme Council said that the selection of the Presidential Council requires the agreement of the HOR and the Supreme Council of the State, and that neither of them has the right to vote without the consent and participation of the other party. The Council expressed its disappointment at Salame’s proposal for ignoring the principles of consensus and partnership, which are important conditions for a fair, effective and enforceable agreement.
The Council also stressed on the importance of selecting a Prime Minister by the Presidential Council unanimously, and to form this government in a specified period of time and submitted to the House of Representatives through the Presidential Council.
