European Union: What happened in Libya is a truce, not a ceasefire.

What happened in Libya is not a ceasefire, but a truce that must be developed into a stable and firm ceasefire, said the High Representative for Security and Foreign Policy in the European Union, Joseph Borrell, on Monday.
